std — пространство имён для функций, классов и объектов из стандартной библиотеки
а для чего надо пространство имен?
А почему нельзя задать это командой #include .
задаем для Cout использовать std::cout при написании cout и т.д.
Например в одном #include объявлена функция get() и в другом #include объявлена функция get() . Ну вот в языке C это однозначно приведёт к ошибке, если попробовать эти #include использовать одновременно в одном файле (т.е. придётся переделывать одно из объявлений).
А в С++ придумали пространства имён, чтобы файлу с первой функцией указать принадлежность к одному пространству
уже не получится, будет ошибка "error : redeclaration of int cout"
